University Scholarships Granted by the ONOUSC (National Office of University Social and Cultural Works)

The ONOUSC provides university scholarships to Moroccan students to support their academic journey. These scholarships aim to facilitate access to higher education and alleviate the financial burdens of deserving students. It is crucial for each student to be aware of the eligibility criteria and the procedure to follow in order to obtain this financial aid.

Eligibility Criteria

To be eligible for a university scholarship, the student must meet the following conditions:

  • Be of Moroccan nationality.
  • Be under the age of 26 at the time of the baccalaureate examination (normal session).
  • Have obtained the baccalaureate in the current year.
  • Be registered with the National Population Registry (RNP) via the official website www.rnp.ma.
  • Be registered with the Unified Social Registry (RSU) via www.rsu.ma.
  • Meet the merit threshold established by the national scholarship committee. 
  • Be enrolled in a public higher education institution or a vocational training center.

Scholarship Application Process

Scholarship applications must be submitted online through the dedicated platform www.minhaty.ma. There are two possible registration methods:

  1.  Via the National Population Registry (RNP).
  2.  Via the National Identity Card (CIN), with a preference for registration through the RNP.

Scholarship Amount and Distribution

The university scholarships awarded to students vary based on the student's level of study and the proximity of their parents' residence to the institution of enrollment.The following amounts pertain to scholarships for students in Morocco and are distributed as follows: 

Scholarships for Undergraduate Students:

  •        Full Scholarship  (granted if the parents' residence is situated over 20 km from the institution) :
    • First and second installments: 1,900.20 MAD each.
    • Third installment: 2,533.60 MAD.
  • Half Scholarship  (granted if the parent's residence is located less than 20 km from the institution) :
    • First and second installments: 950.1 MAD each.
    • Third installment: 1266.8 MAD.

Scholarships for Master's Students:

Master's scholarship recipients are students enrolled in a Master's program (non-public sector employees) who have already received a scholarship during their undergraduate studies.

    • First and second installments: 2200 MAD each.                
    • Third installment:2933 MAD.

Scholarships for Doctoral Students:

The doctoral scholarship is granted once to students (non-public sector employees) pursuing a Ph.D. The coverage rate for these awards is approximately 70%.

The award of this scholarship is based on academic excellence. The decisions regarding the allocation of this scholarship are made by an evaluation committee within the institution.

    • First and second installments: 3664 MAD  each.   
    • Third installment:4861MAD

 

Managing Complaints

Complaints related to the allocation of university scholarships must be submitted to the ONOUSC through the appropriate channels. It is essential for students to understand the types of complaints that can be filed in case of issues with their application. Complaints may concern unjustified rejections or discrepancies in the scholarship allocation process.

The types of complaints include:

  • Transfer
  • CNSS (National Social Security Fund)
  • Dual Baccalaureate
  • Students with special needs
  • OFPPT (Office of Vocational Training and Promotion of Work)
  • Correction of results
  • Scholarship recovery
  • Non-registration

 

Focal Point for Complaints
All complaints must be submitted to the focal point responsible for scholarships at your institution. Before filing a complaint, students must consult the website e-bourse-maroc.onousc.ma to review the remarks and observations provided by the ONOUSC services. It is critical for students to follow the proper procedures and submit their requests within the designated timeframes to ensure prompt and effective handling of their situation.

Managing Complaints Related to University Scholarships

Complaints may involve unjustified rejections, administrative errors, or discrepancies in the processing of scholarship applications.

Types of Complaints:

  1. Transfer :
    This complaint addresses students who have transferred their enrollment from one institution to another. When a student switches institutions, it is crucial to submit a transfer request for their scholarship to be applied to the new institution. Failure to do so will result in the scholarship being suspended until the situation is resolved. To avoid any issues, students must ensure the transfer is completed within the required deadlines and that the scholarship request is updated accordingly. 
  2. CNSS :
    If the e-bourse-maroc.onousc.ma site shows a remark related to the CNSS, the student must visit their institution's scholarship office to submit the required documents. This is an essential step to ensure the scholarship remains active and to prevent any potential suspension.
  3. Dual Baccalaureate: 
    Students holding two baccalaureates—such as one earned initially and another after a reorientation—may experience their scholarship being blocked. This typically happens when a student first enrolls with one baccalaureate and later presents the second one at a different institution. In these cases, submitting a regularization request is essential to reactivate the scholarship.
  4. Students with Special Needs:
    Students with special needs are required to submit a certificate from the Ministry of Solidarity, Social Development, Equality, and Family. This documentation is necessary to regularize their status and ensure the scholarship is granted under the best possible conditions.
  5. OFPPT :
    This complaint pertains to students enrolled in programs offered by the OFPPT. The required steps may differ depending on the individual case and typically involve submitting essential documents, especially the letter generated by the scholarship management system.
  6. Correction of Results: 
    If errors are identified in the validation of a student's academic results, a complaint can be submitted to have these errors corrected. The request must follow the procedures outlined by the ONOUSC.
  7. Scholarship Recovery: 
    In cases of interrupted studies or prolonged absence, students can file a complaint to recover their scholarship. To do so, they must provide their academic history along with the required supporting documents, such as enrollment certificates, medical certificates, and others as applicable.
  8. Non-Registration: 
    If a "non-registration" remark appears on the e-bourse-maroc.onousc.ma site, the student must file a complaint with their institution's scholarship office. This step is essential to ensure their name is properly included on the main list sent by the institution to the ONOUSC. The scholarship will only be released once this verification and regularization are completed.
  9. Rejection Due to Incorrect Data: 
    A scholarship request may be rejected if there are discrepancies or errors in the information submitted by the institution. This can include issues with the student's name, date of birth, National Student Code (CNE), or the year the baccalaureate was obtained. If any of these details are incorrect or missing, the scholarship will be blocked until the errors are resolved. To correct this, the student must visit the scholarship office at their institution and provide the necessary updates, ensuring the reinstatement of their scholarship.
